Kuro Games’ Version 3.7 Phase II notice lists two featured Resonator banners, Lucilla and Lynae, and two featured weapon banners. All four run to 11 November, in server time.
Kuro’s Phase II notice is on the official Wuthering Waves site. It gives every date as “server time” and does not say which time zone that is, so we have not converted them. Each banner runs from 10:00 on 22 October to 11:59 on 11 November.
The first Resonator banner is “Tomorrow in the Frame”. The 5-star Resonator Lucilla gets boosted drop rates, with the 4-star Resonators Lumi, Danjin and Chixia. The second is “Undefined Spectrum”, which boosts the 5-star Resonator Lynae and the same three 4-star Resonators.
The weapon banners work the same way. One boosts the 5-star weapon Freeze Frame and the other boosts the 5-star weapon Spectrum Blaster. Both boost the 4-star weapons Overture, Relativistic Jet and Amity Accord. The notice says the rates are boosted and gives no percentages.

Before you open the Convene page, read the rules in the notice. Resonator banners use Radiant Tide and weapon banners use Forging Tide. Each guarantees at least one 4-star or higher Resonator or Weapon every 10 attempts.
The guarantee count is shared among all Featured Resonator Convene events, and among all Featured Weapon Convene events, until a 5-star is obtained. On a weapon banner, the 5-star weapon you get is guaranteed to be that banner’s featured weapon.
Lucilla and Lynae are each exclusive to their own banner, and the notice says neither will be available by other means once it ends. Each Resonator’s Waveband is sold in the Afterglow Coral Store, limited to 2 purchases, until the banner ends.
The notice gives three ways to be eligible: reach Union Level 5, complete the combat trial in First Resonance, or use the Main Quest Fast Track Event and proceed with the Main Quest to a certain point. The boosted Resonators also appear in Ascendant Aces as Trial Resonators, with rewards for completing their challenges.
As a popularity signal, Apple’s top-grossing games charts, which we read on 24 October, ranked Wuthering Waves 3rd in Korea, 7th in Taiwan and 8th in Japan. It was 77th in Australia. Those are other countries’ charts, not Australia’s.
Our earlier report on the move to Kuro’s own launcher on Steam covers Version 3.8.
